In 2014 the city adopted a uniform process for evaluating grant requests from non-profit and other organizations seeking city financial support. Under this process, all grant requests are reviewed by a Community Agency Allocation Committee, appointed by the Mayor and City Council. The committee comprises nine citizens and is assisted by members of the city staff. The committee makes recommendations to the City Manager, who considers these recommendations for inclusion in the proposed annual budget to the Mayor and City Council, which has the final decision.

Prior to the grant submission deadline, the city holds an orientation workshop for agencies interested in applying for a city grant. The workshop explains the grant process and timetable for the upcoming year. A second workshop is held closer to the application deadline, to provide technical assistance in completing applications.

Completed applications must include an audited financial statement and a copy of the organization’s most recent IRS 990 form. All financial statements are reviewed by the city Finance Department to ensure fair and stable standing of the submitting agency.

Applications are separated by type and sent to their respective review panels before going to the full allocation committee. Applications are scored on a 100 point scale, based on organizational capacity, strategy, project approach & design, cost effectiveness & training, overall impression and completeness.

FY 2017-18 Funding Process

The City of Winston-Salem will hold its Community Agency Funding Orientation Workshop for the FY 2017-18 budget on Tuesday, October 18, 2016, from 2 to 4 p.m. at the Mazie S. Woodruff Center, 4905 Lansing Drive, Winston-Salem.

The city will also host a secondary workshop to provide technical assistance for application completion on Thursday, November 3, 2016 from 2 to 4 p.m. at the Mazie S. Woodruff Center.
