2013 Winston-Salem Downtown Plan [pdf/5mb/58p]

The Winston-Salem Downtown Plan was adopted by City Council and the City-County Planning Board in 2013. The plan was developed by the Downtown Winston-Salem Partnership, City-County Planning Department staff, and representatives of downtown stakeholders. It will guide future public policy decisions and includes recommendations for several districts, such as the Arts District, Theater District, Twin City Quarter, and the Wake Forest Innovation Quarter, in addition to the topical areas of economic investment, vibrancy, mobility, and public investment.

Beyond the districts that have historically identified Downtown Winston-Salem (the area bounded by Business 40, US 52, N. Martin Luther King Jr. Drive, and N. Broad Street), the plan will focus on supporting the ongoing redevelopment of the surrounding areas that include the West End Historic District, Brookstown, West Salem, Old Salem, Winston-Salem State University, East Side Mixed Use, Liberty Street Corridor, the Martin Luther King Jr. Drive Corridor, South Marshall, Southwest Marshall, and North Winston.

Plan Recommendation Highlights

The following recommendations are among those included in the Winston-Salem Downtown Plan, beginning on page 43:

  • Adaptively reuse the Pepper Building, original RJ Reynolds tower, and the historic Forsyth County Courthouse;
  • Complete enhancements to Benton Convention Center;
  • Support construction of a new Central Library;
  • Extend Martin Luther King Jr. Drive west to Broad Street/Reynolda Road;
  • Complete Research Parkway and Salem Creek Connector construction;
  • Complete the Urban Circulator Study and secure funding for the first phase of construction;
  • Continue construction of high-density residential developments;
  • Construct the proposed Creative Corridors bridge enhancements;
  • Install of directional/identification trailblazer signs at Downtown entryways and other locales to assist vehicular traffic;
  • Explore possibility of a Downtown Business Improvement District; and,
  • Convert underutilized buildings to mixed-use with a signature ground-floor retailer.
