Rural Hall Area Plan [pdf/10.6mb/74p]

The Rural Hall Area Plan Update was adopted by the Forsyth County Board of Commissioners on August 8, 2016. The City-County Planning Board recommended the plan for adoption by a unanimous vote at their June 9, 2016 meeting, while the Town Council of Rural Hall endorsed the plan on June 13, 2016. The plan will guide future land use and public investment decisions. Recommendations included in the plan focus on transportation, community facilities, housing, historic preservation and economic development.

The Rural Hall Planning Area [pdf/1.44mb/1p] encompasses 11,311 acres and is generally bounded on the north by the Forsyth County line, on the west by US 52 and Tobaccoville, on the south by the Eastern Section of the Northern Beltway, and on the east by Buffalo Creek, which runs parallel to Germanton Road.

Plan Recommendation Highlights

The following recommendations are among those included in the Rural Hall Area Plan, beginning on page 17:

  • Large-lot residential development (1 unit on 5 acres or more) is recommended in rural areas in the central and northern parts of the planning area to limit density and to achieve farmland/open space preservation.
  • Single-family residential development is recommended on existing lots and small tracts in existing single-family neighborhoods, as well as on larger parcels of undeveloped residential land in the southeast, northeast and northwest reaches of the planning area.
  • With access to US 52, the planning area is prime for industrial use which is recommended on undeveloped parcels along Forum Parkway and in the Northridge Business Park.  New industrial uses may also be developed around Westinghouse Road, on sites west of the downtown Rural Hall area, and on sites bounded by Tuttle Road and the Yadkin valley Railroad.
  • A mixture of uses has been recommended for future development of the Downtown Rural Hall Activity Center and the US 52/Bethania-Rural Hall Road Activity Center
  • Mixed-use development is recommended for the approximately 124 acres of land west of downtown Rural Hall with access to Glade Street and Bethan-Rural Hall Road.
  • Upcoming transportation projects include the Eastern Section of the Northern Beltway, a new interchange at US 52 and Bethania-Rural Hall Road, a new interchange of the Northern Beltway and US 52, and the Forum Parkway Connector.
