Mayor Allen Joines has declared a state of emergency in Winston-Salem in the aftermath of Tropical Storm Michael. The City Council will hold an emergency meeting at 3 p.m. today in the Council Chamber in City Hall to ratify the declaration, which will make the city eligible for federal reimbursement for storm response costs.

Chairman Dave Plyler of the Forsyth County Commissioners has also declared a state of emergency in Forsyth County.

The city is relaxing its brush collection rules and its brush crews will work extended hours to assist city residents with clean-up from Tropical Storm Michael. Normally the city requires that all brush be cut into lengths of no more than 6 feet, and it only collects branches up to 6 inches in diameter. Those rules will be suspended until the storm clean-up is complete, said Johnnie Taylor, the city’s operations director.

The Miller Park, Little Creek and Polo Park recreation centers were still without power as of noon and will be closed until power is restored.

The Salem Lake Trail, Salem Creek Greenway are closed and all boat launching at Salem Lake is suspected until further notice due to flooding and damage from Hurricane Michael.

Winston Lake Park is closed due to a downed power line in the park.

Other storm impacts:

The Swann Water Treatment Plant was operating on back-up power generation this morning, as were a couple of water pump stations. The Thomas Water Treatment Plant and some other pumping stations are operating normally today after switching to back-up power yesterday. There have been no interruptions to water or sewer service due to the storm.

The city received more than 150 reports of downed trees. About 50 had been removed from roads by mid-morning. Crews worked overnight clearing roadways, and ten cutting crews and seven hoist trucks are working today on clearing roads. Trees down in parks and debris not in roads will be collected later.
