Solid Waste Division Operations

The Utilities Department is responsible for providing Winston-Salem and Forsyth County residents, businesses, industry, and contractors and developers access to facilities for the safe disposal of solid waste. Our Mission is to provide, as an enterprise, environmentally and economically acceptable means of solid waste disposal (excluding hazardous, infectious and radioactive wastes) of current and future wastes generated in Forsyth County.

Municipal Solid Waste (MSW) Disposal

The Solid Waste Division operates a state-permitted, active, MSW landfill on Hanes Mill Road. This is a composite lined landfill permitted to accept MSW from Forsyth, Davie, Yadkin, Surry and Stokes Counties. For additional information, please call City Link at 336-727-8000.

Construction and Demolition Waste Disposal

The division operates a state-permitted, active, construction and demolition landfill on Old Salisbury Road for waste materials generated for construction and demolition activities. These materials may also be disposed at Hanes Mill Road Landfill. For other information, please call City Link at 336-727-8000.

Yard Waste Management Facilities

N.C. State Law (130A-309.10(F) 3) prohibits the disposal of yard waste (e.g., leaves, grass clippings, tree limbs, brush, etc.) in sanitary landfills. Therefore, the Utilities Division operates two (2) permanent yard waste drop-off and processing sites, Overdale Yard Waste Facility at 4010 Old Milwaukee Ln. in Winston-Salem [Map] and Forum 52 Yard Waste Facility at 180 Northstar Dr. in Rural Hall [Map]. Both of these facilities, operated by a contractor, Wallace Farm, accept yard waste from the general public, private companies and the City Sanitation yard waste collection crews throughout the year.

Yard waste, exclusive of loose leaves, received at both facilities is ground and then transported to the contractor’s facility in Davie County. Loose leaves delivered to the Forum 52 Yard Waste Facility are composted and distributed free of charge to the general public in the spring of each year. The next free leaf mulch give-away is planned for April 2019. Details will be posted here when available.

White Goods, Scrap Tires and Other Wastes

The Solid Waste Division recycles "white goods" (refrigerators, stoves, etc.) through contracts with private vendors. Scrap tires are also recycled through a contract with Central Carolina Tire Disposal, Inc. “White goods” and scrap tires may be dropped off at the Hanes Mill Road Landfill, located on Hanes Mill Road in Winston-Salem. White goods may be dropped off free of charge. Scrap tires from commercial generators, if accompanied by appropriate certification forms, are also accepted free of charge.

Forsyth County residents can dispose of five tires per year free of charge including larger quantities of tires that are not appropriately certified through the NC scrap tire program. Disposal under other special circumstances, such as the clean-up of an illegal tire dump, must be handled on an individual basis.

White goods are defined as; stoves, ranges, refrigerators, freezers, air conditioning units, hot water heaters, dish washing machines, clothes washing machines, clothes dryers, fireplace inserts, floor model gas, oil, or wood fired heaters, trash compactors, and large humidifiers/dehumidifiers. If you have any of these "white goods", you may take them to the Hanes Mill Road Landfill free of charge.

Examples of items NOT classified as white goods: microwave ovens, small tabletop appliances, toaster ovens, bread baking machines, food processors, food mixers, food blenders, garbage disposals, gas/charcoal grills, vacuum cleaners, TVs, copiers, stereo equipment, propane gas tanks, and electric fans.

Recycling Program
